    This article explores the interactions between the Imperial War Graves Commission and the bereaved. It particularly focuses on communications between the Commission and those with loved ones who died as a result of the First World War, as outlined by the Commission’s charter, and who are commemorated across England. Through a close study of some of the recently digitized e-files held in the Commission’s Archives at Maidenhead, broader discussions surrounding the questions commonly asked by members of the public are showcased, thus highlighting the unique nature of the work undertaken by the Commission across England

    This thesis explores the commemoration and care of First World War dead in the United Kingdom by the Imperial (later known as Commonwealth) War Graves Commission. While much research has previously discussed the work of the Commission within the context of its work overseas, and visits to the battlefields have increased in popularity over the decades since the conflict ended, the graves of those buried on home soil have received little to no attention from both the public and academics. The thesis aims to challenge the preconceived notions surrounding the work of the Commission and the broader historiography of Remembrance in the United Kingdom through highlighting the ways within which the memorialisation practices found here both conform to and contrast with the styles utilised at overseas cemeteries. Furthermore, the thesis highlights the adaptability that the Commission had to utilise in order to extend its remit to United Kingdom-based war graves, particularly when considering the moral, financial and legal involvement of the bereaved. Across the five chapters that formulate the main body of the text, various aspects of the Commission’s work will be explained. This includes the organisational, legal and administrative histories of the organisation in addition to the impact, both emotionally and spatially, that these sites of memory have had on the broader rites and rituals associated with Remembrance. In contrast to current beliefs surrounding this topic, the thesis highlights that the interactions between the public and these sites of memory conform more towards attitudes associated with civilianised attitudes to grief and bereavement, rather than being completely omitted from Remembrance ceremonies from the outset. Moreover, the thesis highlights the influence of other similar organisations on the work of the Commission in relation to its task in Britain. Utilising a case study of the creation of Cannock Chase German Cemetery in the 1950s and 1960s, the thesis highlights that the Commission adapted its own practices based on the precedents set by other similar organisations. This raises further questions surrounding the challenges of ownership over war graves, and how the legal and moral impact of these queries often made the Commission’s task in the United Kingdom unique when compared to the cemeteries and memorials in its care overseas

    Compact, Portable, Thermal-Noise-Limited Optical Cavity with Low Acceleration Sensitivity

    We develop and demonstrate a compact (less than 66 mL) portable Fabry-P\'{e}rot optical reference cavity. A laser locked to the cavity is thermal noise limited at 2×10142\times10^{-14} fractional frequency stability. Broadband feedback control with an electro-optic modulator enables near thermal-noise-limited phase noise performance from 11 Hz to 1010 kHz offset frequencies. The additional low vibration, temperature, and holding force sensitivity of our design makes it well suited for out-of-the-lab applications such as optically derived low noise microwave generation, compact and mobile optical atomic clocks, and environmental sensing through deployed fiber networks.Comment: 12 pages, 6 figure

    From the Wash to the White Cliffs:The Contribution of the Heritage Sector

    This report reviews the contribution of heritage to the region defined by the counties of Kent, Essex, Suffolk and Norfolk. It identifies four key themes that link the heritage in the region: coastal defence; Christian heritage; historic houses; and historic landscapes and natural heritage. The region contains one UNESCO World Heritage Site at Canterbury. Heritage is supported by the development of several Heritage Action Zones and High Street Heritage Action Zones across the four counties. Heritage features in the strategies for the two regional Local Enterprise Partnerships (LEP), as well as countywide and local authority heritage and cultural strategies. The report identifies examples of good practice. Several research themes have been identified that link to the interests of the three sponsoring universities of East Anglia, Essex, and Kent. Coastal heritage across the four counties is facing the threat of the climate crisis and assets are being lost due to coastal erosion. The impact of rising sea levels is also assessed. Heritage and cultural property crime affects the sustainability of heritage and cultural property across the region. Five case studies are presented: damage to churches, including lead roof theft; illegal metal-detecting and the disposal of finds; architectural theft; vandalism; and the use of technology to facilitate crime against heritage assets. The third research theme relates to the way that the DCI sector works with heritage organisation to record and interpret assets. The development of a county based Digital Heritage Strategy for Suffolk is highlighted. The economic benefits of heritage are explored through the award of National Lottery Heritage Fund (NLHF) grants to heritage projects. Between 2013 and 2020 the EARC region was awarded over £190 million for heritage projects by NLHF. In addition, the report explores visitor trends and identifies the impact of COVID-19 on the tourism economy for the region. Historic England estimates that the heritage sector accounted for 140,000 jobs in the south east, and eastern England in 2019. The social benefits of heritage align with the UK Government’s Levelling-Up agenda. This is explored through a number of sub-themes: health and well-being; pride in place; digital connectivity; education and skills. The report concludes with a reflection on the challenges facing heritage across the region. This includes encouraging public participation with museums and archives

    Circulating gluten-specific FOXP3 + CD39 + regulatory T cells have impaired suppressive function in patients with celiac disease

    Background Celiac disease is a chronic immune-mediated inflammatory disorder of the gut triggered by dietary gluten. Although the effector T-cell response in patients with celiac disease has been well characterized, the role of regulatory T (Treg) cells in the loss of tolerance to gluten remains poorly understood. Objective We sought to define whether patients with celiac disease have a dysfunction or lack of gluten-specific forkhead box protein 3 (FOXP3)+ Treg cells. Methods Treated patients with celiac disease underwent oral wheat challenge to stimulate recirculation of gluten-specific T cells. Peripheral blood was collected before and after challenge. To comprehensively measure the gluten-specific CD4+ T-cell response, we paired traditional IFN-γ ELISpot with an assay to detect antigen-specific CD4+ T cells that does not rely on tetramers, antigen-stimulated cytokine production, or proliferation but rather on antigen-induced coexpression of CD25 and OX40 (CD134). Results Numbers of circulating gluten-specific Treg cells and effector T cells both increased significantly after oral wheat challenge, peaking at day 6. Surprisingly, we found that approximately 80% of the ex vivo circulating gluten-specific CD4+ T cells were FOXP3+CD39+ Treg cells, which reside within the pool of memory CD4+CD25+CD127lowCD45RO+ Treg cells. Although we observed normal suppressive function in peripheral polyclonal Treg cells from patients with celiac disease, after a short in vitro expansion, the gluten-specific FOXP3+CD39+ Treg cells exhibited significantly reduced suppressive function compared with polyclonal Treg cells. Conclusion This study provides the first estimation of FOXP3+CD39+ Treg cell frequency within circulating gluten-specific CD4+ T cells after oral gluten challenge of patients with celiac disease. FOXP3+CD39+ Treg cells comprised a major proportion of all circulating gluten-specific CD4+ T cells but had impaired suppressive function, indicating that Treg cell dysfunction might be a key contributor to disease pathogenesis

    Photonic chip-based low noise microwave oscillator

    Numerous modern technologies are reliant on the low-phase noise and exquisite timing stability of microwave signals. Substantial progress has been made in the field of microwave photonics, whereby low noise microwave signals are generated by the down-conversion of ultra-stable optical references using a frequency comb. Such systems, however, are constructed with bulk or fiber optics and are difficult to further reduce in size and power consumption. Our work addresses this challenge by leveraging advances in integrated photonics to demonstrate low-noise microwave generation via two-point optical frequency division. Narrow linewidth self-injection locked integrated lasers are stabilized to a miniature Fabry-P\'{e}rot cavity, and the frequency gap between the lasers is divided with an efficient dark-soliton frequency comb. The stabilized output of the microcomb is photodetected to produce a microwave signal at 20 GHz with phase noise of -96 dBc/Hz at 100 Hz offset frequency that decreases to -135 dBc/Hz at 10 kHz offset--values which are unprecedented for an integrated photonic system. All photonic components can be heterogeneously integrated on a single chip, providing a significant advance for the application of photonics to high-precision navigation, communication and timing systems

    Precision measurements of A1N in the deep inelastic regime

    We have performed precision measurements of the double-spin virtual-photon asymmetry A1A1 on the neutron in the deep inelastic scattering regime, using an open-geometry, large-acceptance spectrometer and a longitudinally and transversely polarized 3He target. Our data cover a wide kinematic range 0.277≤x≤0.5480.277≤x≤0.548 at an average Q2Q2 value of 3.078 (GeV/c)2, doubling the available high-precision neutron data in this x range. We have combined our results with world data on proton targets to make a leading-order extraction of the ratio of polarized-to-unpolarized parton distribution functions for up quarks and for down quarks in the same kinematic range. Our data are consistent with a previous observation of anA1n zero crossing near x=0.5x=0.5. We find no evidence of a transition to a positive slope in(Δd+Δd¯)/(d+d¯) up to x=0.548x=0.548

    Indigenous Protocol and Artificial Intelligence Position Paper

    This position paper on Indigenous Protocol (IP) and Artificial Intelligence (AI) is a starting place for those who want to design and create AI from an ethical position that centers Indigenous concerns. Each Indigenous community will have its own particular approach to the questions we raise in what follows. What we have written here is not a substitute for establishing and maintaining relationships of reciprocal care and support with specific Indigenous communities. Rather, this document offers a range of ideas to take into consideration when entering into conversations which prioritize Indigenous perspectives in the development of artificial intelligence. It captures multiple layers of a discussion that happened over 20 months, across 20 time zones, during two workshops, and between Indigenous people (and a few non-Indigenous folks) from diverse communities in Aotearoa, Australia, North America, and the Pacific. Indigenous ways of knowing are rooted in distinct, sovereign territories across the planet. These extremely diverse landscapes and histories have influenced different communities and their discrete cultural protocols over time. A single ‘Indigenous perspective’ does not exist, as epistemologies are motivated and shaped by the grounding of specific communities in particular territories. Historically, scholarly traditions that homogenize diverse Indigenous cultural practices have resulted in ontological and epistemological violence, and a flattening of the rich texture and variability of Indigenous thought. Our aim is to articulate a multiplicity of Indigenous knowledge systems and technological practices that can and should be brought to bear on the ‘question of AI.’ To that end, rather than being a unified statement this position paper is a collection of heterogeneous texts that range from design guidelines to scholarly essays to artworks to descriptions of technology prototypes to poetry. We feel such a somewhat multivocal and unruly format more accurately reflects the fact that this conversation is very much in an incipient stage as well as keeps the reader aware of the range of viewpoints expressed in the workshops
